eRecovery: Transforming Ukraine’s Reconstruction Through Digital Trust

eRecovery helps Ukrainians rebuild their lives by providing a transparent digital system for reporting damage and receiving compensation for homes affected by the war.

SUPPORTING RECONSTRUCTION THROUGH DIGITAL SERVICES

Following Russia’s full-scale invasion, Ukraine faced the challenge of documenting damaged property and providing assistance to affected families. Building on the Diia platform and the Register of Damaged and Destroyed Property, the government launched eRecovery in 2023 to support homeowners whose properties had been damaged or destroyed. As of March 2026, nearly $1.6 billion in compensation has been distributed to around 182,000 families. Funds are transferred to dedicated accounts and can only be used with approved suppliers, ensuring secure and targeted support.

CREATING A TRUSTED SYSTEM IN TIMES OF WAR

eRecovery brings together ministries, local authorities, businesses, and international partners through a single digital ecosystem. The system records applications, photographs, inspection reports, and decisions in a public register, creating a transparent and evidence-based process. By linking compensation to vetted suppliers and continuously expanding the programme to include repair payments, housing vouchers, and reconstruction grants, Ukraine has developed an adaptive and corruption-resistant model for managing recovery under extraordinary circumstances.

LAYING THE FOUNDATIONS FOR LONG-TERM RECOVERY

eRecovery has helped restore stability and dignity to hundreds of thousands of citizens by enabling families to repair, rebuild, or replace their homes. The initiative strengthens public trust through transparent and depersonalised decision-making, while also supporting local businesses involved in reconstruction. Beyond immediate assistance, the Register of Damaged and Destroyed Property provides verified evidence that will support future reparations claims and long-term recovery efforts. The project demonstrates how digital governance can reinforce resilience even in times of war.
