Tampere Pulse: Predicting the City’s Next Move

Tampere Pulse uses artificial intelligence and real-time data to help cities and businesses better understand and anticipate how people move through urban spaces.

PREDICTING THE RHYTHM OF THE CITY

Developed by the City of Tampere in collaboration with private partners, Tampere Pulse addresses the challenge of understanding visitor flows in a changing urban environment. The system combines anonymised pedestrian counts, weather information, event data, and temporal patterns to generate short- and medium-term forecasts of activity in the city centre. Through a simple map-based interface available on web and mobile, the forecasts help businesses and public authorities plan staffing, maintenance, mobility services, and safety measures more effectively.

MAKING AI WORK FOR EVERYDAY DECISIONS

Tampere Pulse brings together city-level IoT infrastructure and human-centric AI to create an accessible forecasting service for both public and private users. Predictions are based on anonymised data and presented transparently, with the system designed to support rather than replace human judgement. Its intuitive interface enables non-specialists to use complex urban analytics, while the modular architecture allows the platform to be expanded to new locations and integrated into broader smart-city systems.

STRENGTHENING URBAN LIFE THROUGH BETTER PLANNING

Since 2022, hundreds of businesses have adopted Tampere Pulse to improve planning and respond more effectively to changing demand. The predictive model achieves 79.3% accuracy for exact visitor forecasts three weeks in advance and 97.5% accuracy when neighbouring volume categories are included. The system has already supported initiatives such as Tampere’s Market Hall, Summer Market, and Vapriikki Museum. By improving predictability and reducing inefficiencies, Tampere Pulse helps create a more vibrant, resilient, and visitor-friendly city.
