
Kyiv's City Service Platform delivers essential municipal services digitally, allowing residents to access social support, housing, and wartime assistance safely from home.
BRINGING CITY SERVICES TO EVERY RESIDENT
Developed during wartime, the Kyiv City Service Platform addresses the challenge of providing reliable access to public services when in-person visits can be difficult or dangerous. The platform brings together support across multiple areas of urban life, including social benefits, housing, rehabilitation, wartime assistance, and business services. Residents can apply online, track their requests, and receive updates without travelling or standing in queues. Today, the platform offers 58 municipal services, including 26 that are fully digital.
CREATING A DIGITAL LIFELINE IN TIMES OF WAR
Rather than digitising individual services separately, Kyiv created a unified platform that supports citizens throughout different stages of life and recovery. Social protection, veteran support, education, utilities, housing, and business services are integrated into a single user journey. By allowing residents to access assistance from home or any safe location during air raids and emergencies, the platform turns digital governance into a tool for resilience, continuity, and inclusion.
DELIVERING FASTER AND MORE ACCESSIBLE SUPPORT
The platform has significantly improved the speed and accessibility of municipal services. Application times for financial assistance have been reduced to six minutes, while overall processing times have fallen by 87%. In less than a year, the number of unique users increased more than twelvefold, reaching over 282,000 residents, and more than 15,000 online service requests were completed. By reducing administrative barriers and eliminating a large backlog of cases, the platform strengthens trust and ensures more equitable access to support for vulnerable groups and the wider community.
